Add sharding support and setup hardening

Introduce multi-process sharding via a new `start:sharded` flow and `src/shard.js`, plus shard-safe behavior in startup, sweeper ownership checks, and shutdown handling. Harden setup/quarantine behavior by tightening option bounds, handling `raid_lockdown_join_count=0` as disable, preventing invalid channel configs, revoking stale channel permissions, and refreshing gate/honeypot messaging more safely. Improve verification and DB reliability with flagged-rejoin preservation/auditing, SQLite `busy_timeout`, new pruning/perf indexes, updated docs/env/tests, and dependency/security cleanup.
