test(nearby-towns): assert 'Close to X' to match the reach-slider copy fix

PR #1100 changed the reach hint from 'Closer than X' to 'Close to X' but merged
while its CI was cancelled, so NearbyTowns.spec's toBe('Closer than ...') landed
red on master. Align the assertion (and test name) with the shipped copy.
