Stop auto-requesting changes on XL PRs (#5864)

The PR size labeler blocked XL pull requests by auto-submitting a
REQUEST_CHANGES review until a "Large PR Justification" section was
added. This adds friction and noise for legitimately large changes
(generated code, atomic refactors) and produces bot NACKs that must be
manually cleared.

Keep the informational size labels but drop the enforcement: remove the
enforce-xl-justification job and its message template. Size labels still
apply as before.
