Only broadcast on transferred BECOMING true, not any flip

Addresses the Copilot review finding on #4825 (duplicate broadcasts
when rotating a previously-transferred image), but inverted from its
suggestion: the duplicate to drop is the callback's premature
broadcast at processing START (transferred true->false fires before
the renditions are regenerated, pushing a new-token URL at stale
files), not RotateImageJob's explicit end-of-processing broadcast.
The two files-consistent moments are processing completion (explicit,
in the job) and transfer completion (the callback, now gated on
transferred becoming true).
