Broadcast image-processing completion via Turbo Streams

Salvaged from PR #4752 (based on the closed #4749's branch, so it
could never merge) and rebuilt on main + the #4808 cache-busting PR.

Image#broadcast_processed_update (after_update_commit on transferred/
gps_stripped changes) re-renders every subscribed copy of the image --
matrix boxes, the images/show panel, the obs-show carousel -- once
RotateImageJob/TransferImagesJob finish. Interactive re-renders are
media_only (src only, never page-specific link/votes/overlays);
carousel slides get an inner-only update so the carousel's own
.active classing is untouched. html_id is now size-scoped so a
broadcast at one size targets only elements showing that size.

Matrix::Table caching fixes: should_cache_object? now checks a bare
Image's own transferred flag (images/index) instead of falling through
to true, and cache_key_for folds in the thumb image record so the
expanded key tracks its updated_at -- with #4808's tokened URLs, an
RssLog box (never touch_all'ed by Verifier#mark_transferred, unlike
Observations) would otherwise serve a pre-rotate fragment forever.
