feat(website): add public marketing & docs site, deploy to GitHub Pages (#191)

Implement the "AXIAM Website" design as a self-contained React + TypeScript +
Vite single-page app under website/, separate from the admin SPA in frontend/.

Sections:
- Home: hero, feature grid, layered architecture, vibe-coding story, SDK
  overview and compliance
- SDKs: overview + per-SDK detail pages, each linking to the package-registry
  entry and the package documentation (docs.rs, tsdocs.dev, Read the Docs,
  javadoc.io, fuget.org, pkg.go.dev)
- Docs: full documentation site (quickstart + platform/operate guides) with a
  functional sidebar and per-page table of contents
- Benchmarks: clearly marked as a draft with placeholder figures; real results
  to be published after the benchmark runs
- Roadmap and News, including a first post announcing the alpha release and the
  testing/benchmarking work required before beta

The site is fully responsive for mobile (fluid type, collapsing grids,
wrapping nav, stacked docs layout).

Deployment: website-publish.yml builds the app and publishes it to the root of
the gh-pages branch (base path /axiam/) with keep_files: true, so it never
clobbers the /server and /docs subtrees owned by docs-publish.yml. The site is
served at https://ilpanich.github.io/axiam/.
