* feat(design): Corex Design v2 package with config-driven tokens

Add optional corex_design Hex package, replace vendored installer design
with Hex/path dependency wiring, and document the Design v2 token bundle.

Align corex.new templates/CLI/tests with corex.css and corex_design,
slim e2e package.json for the workspace lockfile, and bust stale design
deps cache keys that could restore a polluted json_polyfill _build.

Use OTP :json with conditional json_polyfill in corex_design (same pattern
as other packages), and regenerate e2e/pnpm-lock.yaml after dropping
Style Dictionary deps so frozen ignore-workspace install succeeds.

Path-dep corex_design pulled json_polyfill into the root lock while root
mix.exs omitted it. Declare the same maybe_json_polyfill on corex, and
key off System.otp_release() so the dep list does not flip after the
polyfill loads.
