refactor: upgrade to Clevis 0.7.0 — replace workarounds with native API

- Bump clevis[tomlev] from 0.3.3 to 0.7.0, add dacite as explicit dependency
- Replace sys.argv patching with Clevis default_cmd=True on ChatConfig
- Replace private _load_toml with public clevis.load in file_manifest.py and inspect.py
- Rewrite get_yoker_config_with_manifest() using build_default_cascade + get_config(cascade=...)
- Rewrite load_subcommand_config_with_manifest() using Clevis 0.7.0 public helpers
- Remove dead module-level deep_merge (replaced by clevis.deep_merge)
- Add 6 tests for load_subcommand_config_with_manifest() (zero → full coverage)
- Add 3 integration tests for default_cmd=True (exercises real Clevis routing)
- Remove all TODO(clevis-feature-request) comments and type: ignore[attr-defined]
