Url prefill ai draft fields (#5690)

* Compare AI drafts field-by-field when two engines transcribed a page

The AI Draft button previously filled every field from the single most
recently created AiTranscription, regardless of which engine produced
it. When two engines (gemini/claude) both have a finished transcription
for a page, this compares their values field by field: fields where
both agree are filled automatically, and fields where they disagree
show each engine's suggestion (with word-level diff highlighting) so
the transcriber can click the one they want, or type their own.

Page#finished_ai_transcriptions_by_engine picks the latest finished,
non-ALTO transcription per engine, mirroring the query already used by
the AI disagreement rake task. The suggestion panels are rendered
outside each field's own column and positioned in JS to line up under
it, so they don't stretch sibling fields in the same row via
align-items:stretch.
