Force iNat confirm-form links to the UI host

`Inat::ConfirmURLBuilder#normalize_inat_ui_url` rewrote a user-supplied
URL's query params but left its host/path untouched, so pasting an
`api.inaturalist.org` search URL into the import form produced
"Requested"/"Expected" links pointing at the API instead of the
browsable `www.inaturalist.org` UI. Now always rebuilds against
`#{SITE}/observations`, matching the behavior already used for
username/id-based query modes.
