fix: restore kb search tags-combine + bm25 score and roadmap component/epic filtering (#180)

OU-330 regression fix, three parts in one coherent change:

- kb full-text query (query/queries) now combines with a tags filter
  instead of the tags filter being silently dropped once a full-text
  query was present.
- restores the bm25 Score on kb search results, which the OU-323
  get->query collapse dropped (the FTS branch always returned Score 0).
  Score is an additive, non-breaking JSON field.
- roadmap search now combines with component/epic filters instead of
  ignoring them when a query was also supplied.

Strengthens the two no-tags regression tests
(TestSearchDocumentsNoTags_RowsPreserved_ScorePopulated,
TestSearch_DomainKB_QueryNoTags_RowsPreserved_ScorePopulated) to assert
Score is populated on that path, not just that rows are unchanged.
