scripts: add mass-tag.sh for fleet-wide signed release tagging

Add a helper that creates and pushes a signed release tag across the platform
repo and the seven SDK repos in one pass. Supports selecting all or a subset
of repos, a shared branch (validated to exist everywhere), an optional
fast-forward pull before tagging, a per-repo annotated message ("<repo> -
<message>"), signed tags (git tag -s), and a --dry-run mode. A pre-flight pass
validates every selected repo (and refuses a tag that already exists locally
or on origin) before anything is tagged, so a bad run fails fast instead of
half-tagging the fleet.
