ci(release): publish pre-release container images under their exact version

The image tag was derived with `type=match,pattern=axiam-server/v(\d+\.\d+\.\d+)`,
which captures only the numeric core of the tag: a pre-release such as
axiam-server/v1.0.0-alpha would have been published to GHCR as the bare
"1.0.0" (and "1.0") tag, mislabeling an alpha as the stable release and
burning a version tag that can never be reused.

Compute the version once (stripping the namespaced prefix so the pre-release
"-" is unambiguous), publish it verbatim via type=raw, and gate the moving
major.minor + latest tags on stable releases only. Stable releases keep their
previous "X.Y.Z" + "X.Y" + latest behavior.
