committerpb: add snapshot namespace storage

Add SnapshotState protobuf and snapshot/checkpoint namespace constants.

Use existing GetRows for system-namespace reads: snapshot txID keys map to serialized SnapshotState values, while checkpoint TxHeight keys map to raw hash values. Regenerate protobuf bindings.
