chore(core): rename @spectrum-web-components/core to @adobe/spectrum-wc-core (#6489)

* chore(core): rename @spectrum-web-components/core to @adobe/spectrum-wc-core

Moves the 2nd-gen core package under the @adobe scope to match
@adobe/spectrum-wc, and resets its version to 0.0.1 as a fresh package.
Updates every import specifier, build/test tooling alias, and doc
reference across 2nd-gen, plus changesets config and the publish
workflow. Also strips now-unused core references from 1st-gen
(dead resolution aliases in tsconfig/storybook/rollup configs, and the
dev:core/prebuild workspace wiring in package.json) since 1st-gen never
actually imports core's code through them.

* fix(1st-gen): rename storybook core alias instead of dropping it

Keep the @spectrum-web-components/core webpack alias in gen1 Storybook
as @adobe/spectrum-wc-core instead of removing it, matching the sibling
@adobe/spectrum-wc alias.

* chore(core): bump @adobe/spectrum-wc-core to 0.3.0 and align publish summary

Match core version to @adobe/spectrum-wc (0.3.0) and update the swc
dependency range. Publish workflow reads the core package name dynamically
so the release summary reflects the renamed package instead of a hardcoded
@spectrum-web-components/core.

Address review nit: drop the core_name workflow output and inline
@adobe/spectrum-wc-core in the summary table instead of tracking an extra
variable.

* fix(publish): address rename-core review feedback

Drop the redundant !@adobe/spectrum-wc-core negation from the changeset
fixed group (it never matched the @spectrum-web-components/* glob) and
remove the dead core-exclusion grep in the publish workflow's changeset
check, which relied on the old @spectrum-web-components/core name that
no longer appears under that pattern.
