fix(modtools): scope standard message + signature to moderating group on rippled posts

configid (which selects which group's stdmsg config is offered and used
for $groupname/$volunteersemail etc. substitutions) was derived from the
naive groupid computed, which falls back to message.groups[0] - an array
with no guaranteed order. Every other group-resolution computed in this
component (isHomeGroup, group, otherGroups, currentGroupName, contextGroup)
was already migrated to anchor on currentGroupid (the group actually being
moderated) to avoid exactly this ambiguity, but configid was missed.

For a rippled post viewed with no explicit contextGroupid (e.g. the
all-communities queue), this let a standard message from a group other
than the one being moderated show up as available, while the send/signing
path (already wired to currentGroupid) correctly used the real group -
Discourse 9862/15.
