test(app): mcpkit-testkit response-shape token gate, replacing the python probe (OU-211) (#163)

new Go gate (TestResponseShapesFootprint) drives 14 representative tool-call shapes over testkit.CallTool and gates each on a 2700-token ceiling (worst measured: roadmap format=html at 2245 tk); python bench/response-shapes removed, make bench repoints at the new test.
