Fold dynamic binding into GPU op args (#550)

Deduplicate the GPU operation arguments' offsets and the buffer binding
dynamic offsets, which serve the same purpose and are added anyway. Fold
the buffer binding one, which has device alignment constraints, into the
arguments one which is truly generic.

Also optimize the dispatch of GPU operations by avoiding to rebind the
same bind group multiple times.
