Block image files from being committed (#2315)

* chore: block image files from being committed via pre-commit hook

Raster/binary image files (png, jpg, gif, bmp, tiff, webp, ico, psd)
bloat the git history forever since git blobs are never truly
deleted. Allowlist flexmeasures/ui/static/ and documentation/, which
already contain legitimate small logos/icons. Screenshots belong in
the FlexMeasures/screenshots repo, or can be attached to PRs/issues
manually without being tracked.
