Upgrade RedbStorage files to redb format v3 (#1901)

Create new RedbStorage databases with redb file format v3
and upgrade existing storage v1 and v2 files through migrate_to_latest.

Keep redb at 2.6 and preserve the existing row serialization while
using GlueSQL storage format v3 to require the one-time file upgrade.

Verify new and migrated databases against redb file format v3,
add fixture coverage, and document the CLI and library migration paths.
