* chore(MP-2992): roll out mykiva_goal_tile experiment, remove assignment code

Remove the mykiva_goal_tile A/B experiment and make its variant the default.
The experiment gated one copy change: the NextYearGoalCard subtitle.

- Remove the experiment assignment code from MyKivaPage: the experiment key
  constant, its experimentAssignmentQuery prefetch, its initializeExperiment
  call, the data flag, and the prop binding. The separate mykiva_goals_row
  experiment and the shared experiment imports are untouched.
- Remove the isGoalTileExperimentEnabled prop drilled through
  MyKivaPageContent -> LendingStats -> JourneyCardCarousel -> NextYearGoalCard.
- Hardcode the variant at the leaf: the subtitle now shows the habit-prompt
  copy whenever the date-based getGoalSignupCopyVariant() is NO_GOAL_YET,
  otherwise the generic loan question.

The card renders on both the main /mykiva route and /mykiva/next-steps (the
latter reached the card through a chain that never carried the experiment prop
and always showed the generic question), so the variant copy now appears on
both surfaces.

Update NextYearGoalCard tests: drop the removed prop, rename to drop the
"experiment" qualifier, and tighten the before-April negative assertion.
