Modernize CI and toolchain, migrate golangci-lint to v2, drop CircleCI

- go.yaml: drop invalid top-level `x-go-versions` (anchor moved into the
  first job's matrix); bump actions to v5/v8, swap removed
  `skip-go-installation` for `version`.
- go.mod (both modules): bump go directive 1.15 -> 1.24 (minimum now
  tested); go mod tidy.
- Replace deprecated io/ioutil with io.ReadAll.
- .golangci.yml: migrate to v2 schema.
- Makefile: install golangci-lint v2.12.2; let config drive enabled linters.
- http_test.go: nolint gosec G124 on a test-only cookie.
- Remove .circleci/; gitignore /bin/.

Lint (v2.12.2) and tests clean in both modules.
