CI: dedicated lint job, bump actions, update yaml.v3

- Run golangci-lint once in a dedicated `lint` job (covers both modules)
  instead of in every Go-version matrix leg; pin linter to v2.12.2 to
  match the Makefile.
- Bump actions/checkout to v7 and actions/setup-go to v6.
- Update gopkg.in/yaml.v3 to v3.0.1.
