Credit sibling items/additionalItems coverage in collectUnevaluatedIndices

collectUnevaluatedIndices gains $siblingTupleItemsCount and
$siblingCoversTail parameters so a direct sibling `items` tuple (and a
non-false `additionalItems` tail) on an array property are credited as
evaluated, alongside the existing composition-slot and contains-match
tracking. The generated unevaluatedItems validators derive and pass
these from the property schema.
