feat: report the scratch pane in $AGT_PANE for custom commands

A custom-command chord fired from a session's scratch terminal now reports
$AGT_PANE=scratch, aligning it with the left|right|scratch vocabulary the rest
of the --pane surfaces (session type/text/status/font) already share. This
completes the documented $AGT_PANE -> `session type --pane "$AGT_PANE"`
round-trip, which previously reported `left` for a scratch-fired chord and so
typed back into the main pane.

The keybind runner identifies a sessionless focused surface as the active
session's scratch and stamps .scratch; the quick terminal and overlays are not
panes and keep the active-session fallback (their state is queryable via tree).
