chore: upgrade generators to @skmtc/core@0.28.0 (#9)

Move the TypeScript-emitting generators from core@0.26.0 (and the
reapit/daisyui set from 0.24.0) to core@0.28.0, paired with
@skmtc/lang-typescript@0.12.13 (the lang-typescript release built against
core@0.28.0). Both must move together: mixing a 0.28.0 package with a
dependency compiled against an older core fails type-checking.

- core -> 0.28.0 and lang-typescript 0.12.9/0.12.11 -> 0.12.13 across all
  20 TS generators.
- Version bumps to force republish: the 9 leaf/mid packages 0.2.3 ->
  0.2.4, the shadcn trio 0.3.1 -> 0.3.2. Inter-member pins aligned to the
  new local versions (the cascade also rewrites these at publish).
- Never-published packages (gen-md-docs, gen-typescript-s,
  gen-typescript-sdk, gen-daisyui-form, gen-reapit-*): pins updated for
  consistency, no version bump; the cascade publishes them at their
  current version.
- csharp/kotlin generators (and root deno.json) stay on core@0.24.0: no
  lang-csharp/lang-kotlin build exists against core@0.28.0 (newest target
  core@0.23.2).

Verified: deno task check, deno check on remaining moved packages, and
deno task test (78 passed) all pass; deno publish --dry-run passes for the
publishable packages under core@0.28.0.
