fix(voicepost): disable the mobile voice-compose experiment (post it never posts)

The voice branch's "post it" (pages/voicepost.vue postIt) is a demo stub: it
logs voicepost_posted and shows "That's your post ready!" but never creates a
message. At ROLLOUT_PCT=10 this was live to ~10% of mobile-web users, so members
who chose voice, recorded, reviewed and tapped "post it" were told their post was
ready while no OFFER was actually created — silent data loss.

Set ROLLOUT_PCT=0 (pure revert-to-safe: everyone routes to the existing typed
form). Do not raise above 0 until postIt is wired into real compose completion.
