test(testkit): deterministically cover EventuallyContains poll-miss branch (MC-50) (#24)

Add a counter-driven fn that misses at least once before matching, forcing EventuallyContains' return-false branch every run instead of relying on MC-41's TestOnToolListChanged racing the poll interval.
