feat: add bb_settings live-creds writer with RTC mirror (#825)

- bb_settings_wifi_set(ssid, pass): writes the live wifi ssid/pass fields
  atomically in one bb_config_staged commit (2 keys, all-or-nothing).
- bb_settings_wifi_pending_promote() now also best-effort mirrors the
  promoted live creds to the RTC warm-reboot cache.
- Shared static settings_wifi_rtc_mirror_write() writes ssid/pass/
  provisioned to the "rtc" bb_storage backend via 3 sequential
  bb_storage_set() calls (bb_storage_rtc does not implement the optional
  txn vtable group), provisioned written last, fail-open when no "rtc"
  backend is registered.
