feat: JSON serializer utility — canonical Marshal/Unmarshal + typed store GetJSON/SetJSON (MC-19) (#11)

- new jsonutil package: Marshal/MarshalIndent/Unmarshal wrap encoding/json
  with consistent error context, stdlib-only
- GetJSON/SetJSON generic helpers layer typed JSON over the store.Store
  seam (MC-15), replacing ad-hoc hand-encoding into store string values
- unify testkit.DecodeToolResult onto jsonutil.Unmarshal (one decode path)
- HTTP JSON-response helper deferred to MC-6, noted in package doc
