feat: add mcpkit-typed get/search read tools on a dark server (OU-1) (#134)

Ports the get/search read tools onto mcpkit Capabilities (getCapability,
searchCapability) composed on a new, not-yet-served buildServerV2, calling
the store/backlog/roadmap data layer directly and reproducing the old
mcp-go handlers' behavior (including verbatim error strings) against typed
input structs. buildServer/handlers_kb.go/handlers_backlog.go/handlers_roadmap.go
and their tests are untouched and remain live.

- bumps the mcpkit pin to 2bc9b7b (MC-8 result builders + composition API)
- Out=any returning nil confirmed (throwaway probe, deleted) to produce a
  single text-content block with no structuredContent key
- annotations (ReadOnlyHint etc.) deferred — mcpkit's AddTool chokepoint
  has no annotation support yet; a follow-up will restore them
- domain fields are deliberately not schema-required (omitempty) so an
  omitted domain key reaches the handler's explicit check instead of
  failing go-sdk schema validation, preserving the verbatim
  missing-domain message for both an omitted key and domain=""
