test: serialize global child-reaping test binaries

Some tests intentionally exercise waitpid(-1) through wait_any and typed any-child
collection. Under the default parallel Rust test harness those tests can reap
children spawned by sibling tests in the same binary, making plain cargo test
fail even though the library behavior is correct.

Add file-local test locks to the process-heavy typed_process_tests and
waitpid_tests binaries so both default cargo test and the required serial CI mode
are deterministic.
