test: add signal-constant and API-compatibility regression guards

Add additive regression coverage that cargo semver-checks cannot provide:

- tests/signal_constants_tests.rs pins each portable Signal constant to its
  exact OS number and the signal-zero rejection.
- tests/api_compat_tests.rs locks the observable behavior of the pre-broker
  fork/waitpid/waitpid_nohang path and the Fork/ProcessFork accessors
  (including the previously untested Fork::child_process_id). Uses targeted
  waitpid(child) so it is parallel-safe and deadline-bounded.
- examples/process_broker.rs demonstrates the safe PreparedCommand broker flow
  end to end and compile-guards the public surface.
