[#30] Prevent local file:// URIs from being synced as answer values

- Parse datapoint json with the same SQL-quote unescaping in file
  extraction as in processBatch, so escaped quotes no longer make
  extraction silently skip photo/attachment uploads
- Add a guard before /sync: if any answer value still holds a local
  file:// URI, keep the datapoint pending for retry instead of storing
  a device-local path on the server, with a Sentry breadcrumb
