refactor: remove the unused bb_wifi typed net-event sink seam (#812)

- bb_wifi_set_net_event_sink / bb_wifi_net_event_fn / bb_wifi_net_event_invoke
  had zero production callers after #811 migrated all consumers to the
  bb_event bus; only the decl, slot, invoke sites, and host tests remained
- keeps the generic bus-shaped seam (bb_wifi_set_emit / bb_wifi_publish_net_event
  / bb_wifi_emit_baseline) and the wifi.net payload/topic/enum untouched
- rewords doc comments that cross-referenced the removed typed seam so the
  kept generic-seam docs stay accurate
