refactor: migrate bb_mdns + bb_mqtt_client to wifi.net bb_event; delete legacy single-slot wifi hooks (#811)

- bb_mdns and bb_mqtt_client now subscribe to the wifi.net bb_event topic
  instead of the clobbering bb_wifi_register_on_got_ip/on_disconnect hooks
- subscribe-before-has_ip-check to avoid a missed-edge race (bb_event has
  no retain)
- add bb_event to PRIV_REQUIRES for bb_mdns and bb_mqtt_client (internal
  wiring only, not exposed via their public headers)
- delete the legacy bb_wifi_register_on_got_ip/bb_wifi_register_on_disconnect
  single-slot API (decls, espidf setter/invoke, host BB_CALLBACK_SLOT_VOID0
  instantiation, arduino r4/cc3000 setters+slots, and their host tests) —
  closes B1-728
- prune the now-stale callback_slot fence baseline entries (shrink-only)
