feat: publish wifi.net events via a composition bridge (#809)

Adds bb_wifi_event_payload_build, a pure host-testable builder for the
wifi.net event contract declared in PR1, and a composition-level bridge
(examples/smoke/main/wifi_event_bridge.c) that wires bb_wifi's net-event
sink to bb_event_post on BB_WIFI_EVENT_TOPIC -- bb_wifi itself stays
bb_event-free. Smoke gains a wifi.net subscriber demo mirroring the
existing smoke.heartbeat block for on-device validation.
