ci: fix docs-only smoke skip -- paths-filter ORs patterns, so '!**/*.md' never excluded (#807)

- dorny/paths-filter ORs patterns together (.some()), so standalone negation
  could not exclude README.md already matched by 'components/**'
- it also broadened firmware to match any non-md file instead of subtracting
- extglob per-glob exclusion (picomatch !(*.md)) is the correct form
- fixes the filter landed in #784
