ci: pin npm to v11 line for OIDC publishing (#89)

npm@latest now resolves to npm 12, which requires Node >= 24.15.0 and is
incompatible with the 24.14.1 pinned in .nvmrc, causing EBADENGINE and
failing the publish workflow. Pin the upgrade to npm@11, which still
satisfies the OIDC requirement (>= 11.5.1).
