feat: grant esp_gpio tools to board-medic and board-operator (#54)

- board-medic: add esp_gpio_read (read-only diagnostic) to tools:, with a
  body mention that driving a pin is a mutation routed to board-operator
- board-operator: add esp_gpio_read/esp_gpio_set/esp_gpio_sweep to tools:;
  route include_reserved=true gpio drives (flash/PSRAM/strapping/UART0/
  USB-JTAG pins) through the confirm-gate, routine drivable-pin ops stay
  autonomous
- agents_test.go: add the 3 gpio tools to pogopinToolShortNames so
  TestPluginAgentToolHonesty actually validates gpio prose instead of
  silently skipping it
