feat(qualitativeAnalysis): add suggestions to qualitative analysis tags questions DEV-1477 (#7233)

### 📣 Summary
The tags question in qualitative analysis now displays responses from
previous answers to the same question in a dropdown

### 👀 Preview steps

1. ℹ️ have an account and a project with multiple audio submissions
2. navigate to single processing view and create 2 tags analysis
questions
3. answer one of the questions with multiple tags
4. navigate to another submission (via the arrow in the top right of the
single processing view)
5. click on the question you've answered
6. 🟢 [on PR] notice that there are suggestions of previous answers
7. 🟢 notice that clicking the suggestions populates the answer correctly
8. click on the question you did not answer
9. 🟢 notice that there are no suggestions for this question
