feat(chat): persist the in-chat compose draft across chat switches

The auto-save-draft feature covered only the post reply pane; the in-chat compose box
(ChatFooter) held the typed text in a plain local ref, so switching to another chat lost it.
Reported on Discourse (t/9884): "If I start a chat reply and then click on another chat ...
the original draft has not been saved."

Adds a small persisted `chatdraft` store keyed by chat id (mirrors stores/reply.js's draft
pattern), and wires ChatFooter to: restore the draft when a chat opens, save it debounced as
you type, flush it on unmount (so a draft typed right before switching isn't lost to the
pending debounce), and clear it on a successful send. Drafts older than 24h are discarded.

Tests: tests/unit/stores/chatdraft.spec.js (save/restore, per-chat isolation, clear,
empty/whitespace clears, 24h staleness).
