feat: dashboard builtin github segment (open PRs via gh) (#110)

- add opt-in `github` builtin provider, surfacing a project's open PRs
- resolves repo dir like gitSegment; parses origin remote (https/ssh/scp forms)
- shells out to `gh pr list` with a 10s timeout + 2s WaitDelay backstop
- degrades to (nil, nil) on any failure: no origin, non-github host, gh
  missing/unauthed/timeout, bad JSON — never an error or panic
- not added to DefaultSegments; enabled via {"id":"github","builtin":"github"}
