feat: dashboard exec/shell segment producers (#107)

- add internal/dashboard/producer.go: SegmentSpec.Form() (builtin|exec|shell,
  exactly one), ParseTimeout (default 5s, clamp [1s,30s]), and RunSegment,
  which runs a builtin in-process or an exec/shell producer as a
  timeout-bounded subprocess (execve for exec, sh -c for shell), feeding it
  the marshaled Context on stdin, running in the project's repo dir, and
  capping captured stdout/stderr
- wire refreshOneView to call RunSegment uniformly for every enabled
  segment, removing the "exec/shell producers not yet supported" stub
- update SegmentSpec.Timeout doc comment now that it's honored
- note exec/shell support (no sh/jq required; operator-trust producers) in
  CLAUDE.md
