docs(eras): retire the era-program bootstrap directory into the tracker

The frozen v6->v16 era-book (notes/superpowers/eras/), verified transferred, then deleted:
- 5 briefs + irreversibles + dag + fsl-triage: scanned brief-by-brief against the tracker; the vast majority (~185 items) were already filed (the fill was built from these). Thin design-note residue folded into the ideas backlog fsl#1840; the time-sensitive fsl-org-transfer deadline (~2026-09-12) carried to its live issue fsl#223.
- Build record (00-INDEX 16-increment ledger + HANDOFF standing orders) archived verbatim at fsl#1841.
- Machine data (projection-all/ JSON, frozen 2026-07-04 TSV snapshots, disposition ledgers): the fill's rendered-from source; spot-verified 15/15 projected items landed as issues; deleted as redundant (the live tracker is its rendering; git history retains it).

The StoneCypher/fsl tracker + project board #2 are now the sole canonical plan surface.
