docs(spec): dissolve the 3 held (cited) design docs into the tracker

The docs still cited by open issues, dissolved with citers cross-linked so nothing is orphaned:
- editor-widget-packaging + fsl-editor-component -> web-component track fsl#1421 (editor shipped as src/ts/wc/fsl_editor_wc.ts; citers #1439/1440/1441/1462 auto-cross-linked)
- signed-run-receipts (trust-stack roadmap M1-M6, unbuilt) -> M1 fsl#1464, with all 12 citers (#1457-1468/#1778/#1811/jssm#827) cross-linked

Completes the spec-directory review: every retired doc verified and its content carried to a tracker home before deletion. Remaining in specs/ are the 4 manual/taxonomy docs, deliberately kept as actual documentation.
