Format code using clang format, prepare clang-tidy linter (#171)

* Add clang-format/clang-tidy as opt-in linting toolchain

Add .clang-tidy config and new make targets (format, format-check,
lint-tidy) alongside the existing cpplint-based make lint, so
.clang-format becomes the single source of truth for style settings
instead of e.g. duplicating line length across tools. CI and the legacy
lint target are left untouched for now.

* format the code with clang-format (run "make format").

the resulting code is green for cpplint. later we will
gradually introduce clang-tidy and replace cpplint.
