feat(voicepost): roll the mobile compose-choice experiment to 10%

Raise ROLLOUT_PCT 0 -> 10 in useComposeChoice.js so ~10% of mobile users
(deterministic per-user bucket) are offered the voice-vs-keyboard choice
when composing an OFFER. experimentActive() now returns true, so exposure
and completion accrue through the existing bandit endpoints for A/B
comparison. ?voice=1/0 still overrides per visit.
