docs: add optional pre-commit hook (staged gate + screenshot reminder)

Adds a --staged mode to check-docs-freshness.mjs (checks `git diff --cached`
instead of base...HEAD) and an opt-in advisory hook, scripts/hooks/pre-commit,
that on commit:
  - runs the freshness gate on staged changes (never blocking the commit), and
  - if UI files are staged, reminds you to regenerate the doc screenshots.

The hook deliberately does NOT run the screenshots: that needs the app running
and Playwright, which is far too slow for a commit hook. CI stays the hard gate.
maintaining-docs.md documents installing it (or appending to the existing lint
pre-commit hook).
