docs: remove obsolete plans and refresh the plans index

Remove planning documents whose work has shipped or been superseded by a
canonical doc, verified against git history and the codebase (rippling out is
fully live, the v1 PHP API was removed 2026-07-09, the multi-item clearance /
Freegle Helper work merged in PR #838, the props-to-ids refactor is complete,
etc.). Also drop stale one-off data snapshots and shipped-feature design specs
under docs/superpowers/. Git history retains all of them.

Work still in progress, not started, or without clear evidence of shipping was
kept (e.g. the vector-search rollout, whose follow-up PRs are still open).

Rewrites the stale plans/README.md, which referenced files and folders that no
longer exist, and points readers to the new docs/ folder for product docs.
